Hi all, 
 
Today, I want to inform you all about an update to the decision-making process in the unit. 
 
We are aware that roadmap items that concern FM updates, particularly related to new combat areas, have progressed more slowly than they should have. 
 
The decision-making process concerning FM policy, guide, and skill blocks has until now required a final CC approval. This has been to ensure that new policies continue to adhere to the unit's overarching ethos, realism where it matters, where the blocks are as detailed as makes sense for us without extending to minutiae that aren't replicable in a game environment. 
 
Whilst the system would have remained functional for regular changes and additions, the process simply hasn't been scalable to the degree that we need it to for bigger area-wide proposals. The workload has also meant that it has been difficult for the unit leadership to pay attention to other parts of the unit. 
 
In discussions with J11 and J6, we have therefore decided to delegate the approval of standard Force Manual policy, guide, and skill blocks to J6, with some guidelines and guardrails. 
 
In practice, this means that:
  • J6 has full authority to approve guide and skill blocks.
  • J6 has authority to approve standard policy blocks after a satisfactory consultation phase where relevant stakeholders have provided feedback.
  • In reviewing and approving policy, guide, and skill blocks, J6 must pay special attention to the FM Chapter The UNITAF Way, which dictate the holistic philosophy we adopt when faced with doctrinal change.
  • Policy, guide, or skill blocks involving a J6 conflict of interest or which touch on a broader strategic or unit-wide change, must still be flagged and escalated to CC. 
  • J11 will as always coordinate and manage the items, and may request CC input on items which have a wider cross-command scope. CC approval will, however, not be required. 
  • CC will still retain an oversight function, and may in exceptional cases intervene and veto decisions if they are in conflict with the unit ethos or the broader strategic goals. This means that if you believe an approved policy is in violation of the unit ethos, and the issue remains unresolved after you have discussed it with J6, you should flag it to CC. 
 
We have faith in that this will remove the bottlenecks that have existed before, and as such facilitate a more sustainable timeline for FM block edits.
