Over the past 7 years UNITAF has continued to grow in size, activity and capability. With that growth has come more proposals and changes across the unit - mods, doctrine updates, training needs, role adjustments, campaign frameworks, system improvements and more. We also face a future of change.
Right now, different areas handle these changes in different ways. This can make it unclear:
who is responsible for progressing something,
where decisions currently sit,
or why something may be delayed.
As UNITAF continues to grow, we’ve taken steps this year to clarify how the unit works - how we organise, make decisions, communicate changes and evolve together. This framework sets out how we improve the unit - not by forcing changes from the top, and not by everyone working independently, but by moving forward together in a clear and coordinated way.
To support this, Central Command is establishing a new staff group:
Led by: CSM Vyqe (CC/J11)
Reporting directly to: Central Command (CC)
To ensure neutrality staff members of J11 will not be permitted to be a member of any other Staff Group and for this reason, CSM Vyqe will no longer be a member of J3.
To support this role effectively, Central Command is appointing SSG Vyqe to the command rank of:
Command Sergeant Major (CSM)
Non-Commissioned Officer in Charge (NCOIC), J11 Command Support Unit
This rank is tied specifically to the leadership of J11 and reflects:
cross-command responsibility,
direct coordination with Officers and Staff Groups,
and the mandate to uphold The UNITAF Way and decision-making framework across the unit.
This is not a promotion in the traditional progression path as it is a command appointment tied to the responsibilities and expectations of the role.
J11 supports all Commands and Staff Groups by coordinating how changes move from idea → discussion → decision → implementation.
J11 does not aim to replace or override the authority of any staff group or command.
Instead, it helps make that authority work more clearly and consistently and in alignment with Central Command's intent by ensuring that:
The right people are involved in each decision
Proposals are properly prepared before review
Progress is tracked and followed up
Outcomes are communicated and recorded
J11’s authority comes directly from Central Command, and it is empowered to work across all Commands to keep changes moving. In short, J11 helps the whole unit work together, visibly and efficiently, just as set out in The UNITAF Way - and will help enforce and maintain that standard going forward.
UNITAF already has a Roadmap, but it hasn’t been used consistently across all areas.
J11 will take ownership of the Roadmap so it becomes the shared, reliable process for (but not limited to):
Mod reviews
Role changes
Doctrine changes or suggestions
Campaign proposals
General suggestions or ideas
Cross functional changes
The Roadmap will clearly show:
What’s being worked on / considered
Who is responsible
What stage it’s at
Who will make the decision
What the decision was and why
This provides transparency, predictability and accountability - without removing authority from those responsible for their domains.
Suggestions, proposals and changes will be tracked, not lost.
You’ll be able to see where things are in the process.
Decisions will be faster, clearer, and communicated more consistently.
The unit stays aligned as it grows, without adding bureaucracy.
You do not need to change how you participate.
This is an improvement to how the unit makes decisions.

J11 will meet with Commands and Staff Groups to align their processes
J10 Development will update the Roadmap to support this workflow
